Community Infrastructure

Community Infrastructure is responsible for managing, repairing and maintaining existing housing, planning for new housing and updating housing policies and agreements. It also looks after the physical infrastructure of the community, the government’s administration buildings, public areas of the community, access roads and the community’s Emergency Management Plan.

Our objectives, as described in our 2021 Comprehensive Community Plan, are to:

Increase housing so that kʷikʷəƛ̓əm people can come home.
Ensure kʷikʷəƛ̓əm m̀əlstéyəxw (members) have access to supports.
Strengthen emergency preparedness and safety.
Promote community pride and responsibility.
Pursue efficient and affordable energy.

Housing for kʷikʷəƛ̓əm m̀əlstéyəxw

The kʷikʷəƛ̓əm First Nation manages all housing for kʷikʷəƛ̓əm m̀əlstéyəxw (members) who live in the community or our ancient village site of slakəyánc (I.R. #1). This community is a 6.5 acre village site near where the Coquitlam River meets the Fraser River in Coquitlam, BC.

We currently manage 16 rental housing units, ranging in size from one bedroom to four bedrooms. All the rents are set on a fixed rent basis. These homes include both housing owned by the Nation as well as social housing which is funded by CMHC.

Housing Application Form

We are always accepting applications from kʷikʷəƛ̓əm m̀əlstéyəxw who want to live in one of existing homes or one of our new units under development. We recommend that you submit a Housing Application Form to our office once a year and if you have moved and/or had a change in the size of your family unit (e.g. birth of a new child).

To live in one of our housing units, you must be a registered m̀əlstéyəxw of the kʷikʷəƛ̓əm First Nation. To apply for housing, please download the interactive Housing Application Form attached below, fill it out, save it, and email it to the Housing Department at housing@kwikwetlem.com.

Housing and Public Works Services

The Nation is committed to providing housing that is affordable, healthy and safe for kʷikʷəƛ̓əm m̀əlstéyəxw. Our dedicated housing and public works staff help by:

Repairing and maintaining housing.
Collecting member rents.
Accepting and reviewing housing applications from kʷikʷəƛ̓əm m̀əlstéyəxw.
Ensuring kʷikʷəƛ̓əm m̀əlstéyəxw follow housing policies and/or rental agreements.
Addressing member complaints and issues related to housing.
Identifying and resolving health and safety concerns and structural issues.
Managing the service agreement with the City of Coquitlam who provide services such as water, wastewater (sewage) and fire protection. This agreement was signed in 2020 and is renewed every five years.

Maintenance Services

The Nation is also committed to providing a well-maintained community for kʷikʷəƛ̓əm m̀əlstéyəxw to live in and enjoy. Our maintenance staff help by:

Landscaping, grass cutting and removal of weeds in yards and common areas.
Basic home maintenance and repairs such as cleaning gutters, painting, or drywall repair
Basic plumbing such as fixing a leaky toilet, faucet or pipes.
Maintaining garbage and recycling.
Maintaining roadway and public areas, shoveling, plowing, clearing brush, picking up windblown trash and debris.

New Housing for kʷikʷəƛ̓əm m̀əlstéyəxw (Lot 16)

The Nation is currently developing new housing in our community to meet the growing needs of kʷikʷəƛ̓əm m̀əlstéyəxw. The first project to commence construction will be a 14-unit multi-housing complex located on Lot 16 in slakəyánc (I.R. #1 ). Construction for this project will start on August 16, 2021, and should be completed within 12-18 months. We give our thanks to Indigenous Services Canada and BC Housing for providing financial support towards the development of this important project.

This project will provide a range of housing for kʷikʷəƛ̓əm m̀əlstéyəxw, including:

kʷikʷəƛ̓əm First Nation Housing Society

kʷikʷəƛ̓əm First Nation Housing Society is a non-profit housing society created to provide affordable rental housing for the Nation. The Society’s first initiative is the New Multi-Unit Build on Lot 16. The Society has partnered with BC Housing to finance the project.

Emergency Management

The Emergency Management Committee was formed to respond to any emergencies, such as floods, power outages or earthquakes, that happen in our Nation. Current and future initiatives include:

Developing a Community Wide Emergency Management Plan
Creating an Evacuation Map
Conducting a Mock Community Emergency Evacuation
Updating our Flood Response Plan with Metro Vancouver, City of Coquitlam and City of Port Coquitlam

Funding for our emergency management initiatives is provided by Indigenous Services Canada (ISC), Emergency Management BC (EMBC), First Nation Emergency Services Society (FNESS) or First Nation Health Authority (FNHA).
